Can a completely white blown-out sky be recovered?

No tool truthfully can — those pixels contain no scene information, just maximum values. What we do recover is everything near the clipping edge: bright-but-detailed regions regain tone and gradient so skies look natural again.

Why is overexposure harder to fix than a dark photo?

Asymmetry of data: underexposed pixels hold faint real signals that amplification reveals; overexposed pixels hit the sensor's ceiling where signal saturates into nothing. Darkness hides information, clipping destroys it.

Does this work on outdoor daylight overexposure specifically?

Yes — harsh sun scenes with washed skies and bleached faces are the standard case here. Partially clipped frames improve dramatically; fully blown regions stay white, honestly.

Can it fix flash-overexposed indoor photos?

Often well — flash falloff creates a hot center fading to proper exposure, and that gradient region reconstructs nicely since neighboring tones anchor it. Faces lit like headlights come back to normal.
